The appellate court of the Bishkek city court handed down a verdict against a traffic officer who was accused in an incident involving a teenager who suffered a stroke near the Orto-Say market in Bishkek. The traffic officer was convicted under Article "Abuse of Official Position" of the Criminal Code of Kyrgyzstan for extorting money from the teenager for smoking an electronic cigarette, which led to the victim's stroke. The punishment is a fine of 500,000 som, payable to the state, and the traffic officer must also pay the victim 340,300 som in material damage and 50,000 som for moral damages. Relatives of the teenager were able to prove the guilt of the perpetrator with video recordings, which led to the prosecution opening a criminal case. The traffic officer was acquitted of charges of leaving in danger due to the absence of an element of the crime in his actions.
