A member of the Information Policy Committee of the State Duma, Anton Nemkin, explained the causes of failures in various resources in the Russian Internet (Runet) related to the use of foreign hosting providers. According to him, services using foreign hostings do not fall under the protection from DDoS attacks provided by the Roskomnadzor system.

Nemkin noted: "This is primarily due to the fact that the services use foreign hosting providers. We have created a certain own ecosystem on the territory of the Russian Federation in Runet, which includes elements for countering DDoS attacks". Companies using foreign infrastructure remain outside the scope of these protection systems.

According to Nemkin, over the past three years, foreign providers have not borne any obligations for operating services and storing information on their own servers. He emphasized the logic behind switching to Russian hosting providers where "legal relations are established, responsibility is distributed, and national countermeasures are employed".
