The Ministry of Justice of the Kyrgyz Republic has prepared a draft amendments for the introduction of the institute of private enforcement officers. In 2021, units of the execution service received 210,597 execution documents, of which 176,130 cases were completed or 71 percent. The workload per one enforcement officer was 652 cases a year, or 54 cases a month. A functional analysis shows that the monthly workload should not exceed 19 execution documents a month.
A private enforcement officer can be a citizen of the Kyrgyz Republic over 25 years old with a higher legal education, who has completed a six-month internship and has five years of work experience in the field of law after receiving their diploma. The legal status is defined on the basis of a certificate issued by an authorized state body based on the results of a qualifying exam. In developing the draft law, the practices of Kazakhstan, Ukraine, Belarus, Georgia, and Russia were studied.
