The National Bank of the Kyrgyz Republic issued a resolution to launch a pilot project for regulating Russian ruble operations for six months, starting from April 14, 2025 until September 17, 2025. Under this project, OAO 'Capital Bank of Central Asia' has been designated as the clearing bank for carrying out cross-border money transfers in Russian rubles to/from the Russian Federation by individuals and legal entities, as well as exchange operations with cash and non-cash Russian rubles within Kyrgyzstan at amounts exceeding 3 million rubles per month per client. Commercial banks are required to conduct such transactions through OAO 'Capital Bank of Central Asia'.
Cash ruble operations should be conducted through the clearing bank from April 14, 2025, and non-cash operations — from May 1, 2025. The Board of the National Bank of the Kyrgyz Republic obligates commercial banks to carry out the aforementioned operations through 'Capital Bank of Central Asia' and permits them to establish correspondent relations with OAO 'Capital Bank of Central Asia' for accounts in Russian rubles.
