The Ministry of Justice has put forward amendments to the Law 'On the Status of Enforcement Officers and Execution Proceedings' for public discussion. The purpose of these amendments is to introduce the institution of private bailiffs. In 2021, the workload on one of the 380 enforcement officers from the Judicial Department was 54 cases per month, while the norm should not exceed 19. The draft law stipulates requirements for a private enforcement officer: Kyrgyz citizenship, at least 25 years old, higher legal education, an internship with an enforcement officer of no less than six months, and work experience in the field of law of no less than five years. Additionally, passing a qualifying exam and obtaining a certificate to practice as a private bailiff is required. The Judicial Department will oversee and coordinate the activities of private bailiffs. The Ministry of Justice had already raised the initiative for introducing the institution of private bailiffs back in 2024, but at that time, the draft law did not proceed further after public discussion.
