The Kazan Aviation Plant (KAZ) will not meet its plan to transfer four Tu-214 aircraft by the end of 2025 as stipulated in the Comprehensive Program for the Development of Civil Aviation Industry (CPDAI). In 2025, the plant will complete the assembly of only one out of four Tu-214 aircraft that was started last year and begin construction on a second. The main obstacle is the shortage of engineering personnel at the enterprise.
The plant currently has two Tu-214 aircraft: one is in the final stages of assembly, while the other is used as a flight test laboratory. Production of the Tu-214 up to 2022 was oriented towards producing limited series for special order customers rather than series production of passenger aircraft.
According to the CPDAI, from 2024 to 2030, it is planned to produce 113 Tu-214 aircraft. However, given the current production rate, delivery schedules are likely to be revised. Deputy Prime Minister Denis Manturov previously stated that the government was ready to adjust the CPDAI after certification of the domestically produced versions of MS-21 and SJ-100 aircraft.
