The basis for the extension is cited as "harmful activities of Russian authorities," which present an "unusual and extraordinary threat" to US national security. The order lists several threats, including undermining free elections and democratic institutions in the United States and among its allies, cyber attacks on American infrastructure, transnational corruption used to influence foreign governments, pressure on dissidents and independent journalists, destabilizing key regions vital for US security, and violations of international law. "Extending the state of emergency due to the aforementioned harmful foreign policy activities of the Russian government," as stated in the text of the order. The restrictive measures have been extended, including asset blocking and bans on economic cooperation with certain Russian structures and secondary sanctions against foreign financial organizations interacting with Russia's defense sector.
